To generate new invoice click on 'Generate New Invoice' button on Invoice page. System will log a job to generate invoice.

In order to create item invoices make sure you have created Items. You can create Item by going to Billing -> Items.

You can view invoice by clicking on invoice number OR by clicking on Action button next to the invoice and then View.

if invoices are not generating automatically please check under Cron Jobs that Auto Invoice Generator Job is setup and Active.
